The World Bank has published the third edition of its Port Reform Toolkit, developed with input from the International Association of Ports and Harbors (IAPH) and a range of industry specialists.
The updated resource reflects the changing role of ports in an era defined by digitalisation, sustainability, and shifting trade patterns.
The toolkit was first introduced in 2000 as a reference for governments and port authorities considering privatisation and new governance models. While those themes remain relevant, the latest edition expands its scope to address current priorities such as climate action, cybersecurity, and the integration of ports into their wider urban and economic settings.
New modules cover areas including:
- Environmental and sustainability
- Change management
- Digitalisation and cyber risks
- Port–city relationships

These additions complement revised sections on regulation, governance frameworks, and private sector participation. The toolkit is presented in a modular format, allowing users to focus on issues most relevant to their context.
The guidance stresses the importance of balance—for example, between commercial performance and public responsibilities, or between adopting new technologies and managing the risks that come with them.
“The third edition of the Port Reform Toolkit reflects both the persistence of old challenges and the emergence of new trends which motivate port reform needs in an increasingly complex world,” commented Jan Hoffmann, Global Lead, Maritime Transport and Ports at the World Bank.
The release comes at a critical juncture. Many concession agreements from the early 2000s are reaching their end, and ports worldwide are preparing for new investment cycles. Policymakers are being asked not only to improve efficiency, but also to support energy transition projects, stimulate local economies, and reinforce supply chain resilience.
Available online, the toolkit is designed as a resource that can adapt alongside the industry, providing a structured basis for reform in an increasingly complex operating environment.
