The Port of Long Beach has appointed Ramon Garcia to lead the Harbor Department’s Human Resources Division.
The division oversees employment and workforce administration for the Harbor Department, supporting approximately 600 employees across the port authority.
Ramon Garcia joined the Port of Long Beach in July 2024 as Assistant Director of Human Resources. In that role, he oversaw talent acquisition, employee relations, workforce development and day-to-day operations across a 32-member HR division.
He also managed a $9.3 million operating budget and worked alongside senior leadership on workforce planning and organisational development initiatives.

Prior to joining the port, Garcia worked within the City of Long Beach Department of Human Resources, where he managed Equal Employment Opportunity operations, workplace investigations, ADA-related matters, harassment prevention programmes and regulatory compliance.
Earlier in his career, Garcia held private-sector roles focused on leadership development, workforce readiness, onboarding and management training programmes.
Garcia succeeds Khristina Jason, who was promoted in March to lead the Port’s Organisational Effectiveness Bureau, overseeing human capital strategy across the Harbor Department. The appointment took effect on 16 May 2026.
