The Port also issued a draft of the Exclusive Right to Negotiate Agreement (ENA) that the Port would enter into with the winning proposer. The ENA and the RFQ Addendum No. 1 are posted on the Port of Oakland’s website at: http://portofoakland.com/business/rfq_oab.asp

The bid is for the master operation and maintenance, and long-term design, construction and finance of facilities of approximately 168 acres to support and enhance maritime activity for a term of at least 30 years. Bid submittals must be received by the Port no later than 4:00 P.M. Pacific Time on February 27, 2009. The proposed Master Lease Agreement would begin on or about January 1, 2010.

According to Port Executive Director Omar Benjamin, "This Public Private Partnership has been designed to stimulate new investment in maritime infrastructure while securing a long-term revenue stream for the Port. The new agreement will offer an excellent business opportunity for the selected private partner and incorporate environmental enhancements in our seaport area that will benefit our closet neighbors in West Oakland, the City and the region.”

Port Maritime Director James Kwon stated, “This is unique, prime property that sits in the heart of the seaport next to major marine-container and rail terminals. Our long-term investor will have an exceptional opportunity to promote businesses that support maritime activity including intermodal rail, trade and logistics, and ancillary maritime support facilities.”

The current deadline for submittals is no later than 4:00 P.M. Pacific Time on February 27, 2009 at the Port of Oakland. For information and RFQ details go to http://www.portofoakland.com/business/rfpsrfqs.asp and click on “RFQ Oakland Army Base.”
