Port of Rotterdam launches electric hydrofoil vessel pilot
The Port of Rotterdam Authority has launched a fully electric hydrofoil patrol vessel as part of a pilot scheme for its fleet renewal programme.

The Artemis EF-12 Workboat, named RPA ZERO in reference to its zero emissions capability, is now being trialled on the Nieuwe Maas as part of a pilot scheme within the Authority’s wider fleet renewal programme.

The hydrofoil design allows the vessel’s hull to lift above the water as it accelerates, reducing drag and wave impact while increasing energy efficiency.

The deployment of RPA ZERO marks the first step in the Authority’s plan to renew its fleet over the next 12 years, as existing vessels reach the end of their technical service life. The renewal programme aims to enhance sustainability, standardise maintenance, and ensure new vessels are suitable for 24/7 operations to maintain a clean, safe, and efficient port.

Herman Verweij, Manager of Maritime and Environmental Safety at the Harbour Master’s Division, commented: “We aim to be the smartest port, increasingly using modern tools in our enforcement and monitoring tasks. We also want to be the most sustainable port, but in case of incidents, we must be able to respond rapidly on the water.”

He added: “Consider the minimal impact of wave action and the exceptional stability, even in rough waters. We are therefore enthusiastic about exploring whether and how electric hydrofoils can complement our range of deployable resources.”

The pilot scheme, which will run until November 2025, will assess the suitability of hydrofoil vessels for the Harbour Master’s Division’s tasks. Tests will focus on sailing behaviour, reliability, charging, and the overall fit for the division’s operational needs.

The Port of Rotterdam Authority is leasing the Artemis EF-12 Workboat from Artemis Technologies for the duration of the pilot.

Dr Iain Percy OBE, CEO of Artemis Technologies, said: “Collaboration with the Port of Rotterdam Authority is an exciting opportunity to demonstrate how our Artemis EF-12 Workboat can contribute to decarbonising port operations.

“We are glad to be supporting one of the most integral ports in all of Europe with its efforts to achieve the ambitious sustainability goals it has set, whilst maintaining the highest of safety and efficiency standards.”

The Port Authority recently signed an MoU with AM Green to focus on building a green energy supply chain between India and Northwestern Europe via Rotterdam.
