Port of Oakland names two experienced employees as Acting Directors

The Port of Oakland has appointed Colleen Liang as interim Director of the Environmental Programmes and Planning (EP&P) division, and Dorin Tiutin as Acting Director of the Commercial Real Estate division.

Both have been with the port for a long period. Colleen Liang takes over as Acting Director of EP&P following the retirement of long-time EP&P Director Richard Sinkoff.

Liang has previously worked as Environmental Supervisor since 2017, working at the port for 23 years with many and different responsabilities.

Liang stated: “I am excited to take on this new leadership role to oversee the port’s environmental stewardship.

“I am dedicated to continuing former Director Sinkoff’s extraordinary legacy and moving the port forward on its commitment to getting to zero emissions.”

Tiutin succeeds Pam Kershaw, who has retired as Director of Commercial Real Estate.

Tiutin’s new responsibilities will include overseeing around 840 acres of port-owned property, as well as managing a broad portfolio of approximately 100 tenant agreements ranging from hotels, retail shops, restaurants, offices, parking facilities, industrial uses, and parks.

Tiutin said: “The land within the port’s jurisdiction comprises a significant portion of the Oakland shoreline.

“I look forward to the opportunity to manage and maximise utility for the port’s commercial real estate portfolio. One of the highlights of this position is knowing that the work we do serves the public good by supporting thousands of local jobs and the economy on port property.”

In July 2023, the Alameda County Transportation Commission (Alameda CTC), the Port of Oakland, and the City of Oakland announced significant milestones for two major transportation enhancement projects.
