The Tokyo Metropolitan Government (TMG) Bureau of Port and Harbor wilseek collaborators for a project aimed at increasing container movements to and from the Port of Tokyo during off-peak hours.
Truck arrivals at Tokyo’s container terminals are currently concentrated in the afternoon and evening, with congestion at times leading to queuing for container pick-up and delivery.
To ease pressure on terminal operations, the TMG is encouraging a shift towards morning and other off-peak periods, when terminal congestion is lower.
The initiative builds on pilot projects conducted in fiscal 2024 and 2025 with shippers and logistics service providers, which reported reduced waiting times and improved transport efficiency.
Based on these outcomes, the TMG plans to establish a framework in which shuttle service providers handle container transport between depots and terminals, enabling more consistent off-peak deliveries, including during morning hours.
