The Port of Long Beach has appointed Cesar Larios, Head of Construction Management Division, to lead the Harbour Department’s Construction Management Division, a key unit overseeing project delivery across the port’s infrastructure programme.
The division, part of the Engineering Services Bureau, is responsible for managing the construction phase of projects from initiation through to completion, supporting the port’s ongoing terminal and capacity developments.
Cesar Larios, Head of Construction Management Division, joined the Port of Long Beach in August 2006 as a Construction Manager. He progressed through senior engineering roles, becoming Deputy Chief Harbour Engineer in 2012 and Manager of Engineering in 2021.
During his tenure, Larios played a central role in delivering one of the port’s largest infrastructure projects, the $1.5 billion Middle Harbour Terminal Redevelopment Programme, now operating as the Long Beach Container Terminal.

Over a 10-year period, he led the construction phase of the development, overseeing more than $900 million in construction contracts and over $100 million in construction management services agreements.
The redevelopment significantly enhanced terminal capacity and operational efficiency, aligning with broader efforts to modernise port infrastructure and accommodate larger container volumes.
Before joining the Port of Long Beach, Larios spent eight years with Traylor Bros. Inc., contributing to major construction projects across Washington, Arizona and Southern California.
The appointment took effect on 4 April and comes as the Port of Long Beach continues to advance infrastructure upgrades aimed at improving terminal performance, capacity and long-term resilience.
