The Bilbao Port Authority earned the highest score in the second assessment of the Mandatory Information Compliance Indicator.
The port improved on its first evaluation score from March 2024 (81 per cent), significantly outperforming the average score of Spanish Port Authorities, which currently stands at 50 per cent.
The assessment, carried out by the Council of Transparency and Good Governance, evaluates compliance with Spain’s Law 19/2013 on transparency, access to public information, and good governance (LTAIBG).
Port Authorities are evaluated as part of the broader group of ‘State Institutional Public Sector Entities’.

The evaluation follows the Methodology for the Evaluation and Monitoring of Transparency in Public Activity (MESTA) framework, measuring not only the presence of mandatory content but also the quality of information shared—including structure, accessibility, clarity, reusability, and updates.
In addition to fulfilling legal disclosure requirements, the Port of Bilbao was praised for voluntary transparency measures.
These include the publication of information on trusted personnel, anti-fraud plans, codes of conduct, and data on public funding and subsidies.
The port was also recognised for its handling of public information requests.
As of August 2025, it had resolved 100 per cent of such requests, with nearly 90 per cent resulting in favourable responses—well above the 62 per cent average for Spain’s General State Administration.
