The Romanian-German-Estonian consortium working on the Port Community System (PCS) at the Port of Constanta has delivered a detailed specification for implementation.
The consortium, led by Romanian IT firm Critical Technologies SRL, alongside German port consultancy HPC Hamburg Port Consulting (HPC) and Estonian maritime companies EN Shipping OÜ and Saaresalu OÜ, won a public tender to conduct a comprehensive feasibility study in October of last year.
This initiative is part of the Port of Constanta’s larger ambition to become a premier gateway in the Black Sea region through significant investments in both physical and digital infrastructure.
The PCS is designed to improve communication and coordination within the port, linking port authorities, businesses, operators, and regulatory bodies, such as customs and border police. The system aims to streamline operations and enhance efficiency across the port community.
The consortium’s scope included port process analysis, data management, governance models, business strategy, and risk assessment.
Mihai Teodorescu, Executive Director of the Port Administration, stated: “Building on the comprehensive feasibility study, we are now ready to develop the Port Community System.
“This innovative platform will revolutionise information exchange within the port, offering a secure and intelligent communication channel for all stakeholders. […] The PCS will drive unparalleled efficiency and cooperation, significantly improving performance and service quality.”

Dragos Basmaluta, CEO of Critical Technologies, further added: “By implementation of its cutting-edge Port Community System, designed to enhance efficiency, communication, and coordination among all stakeholders involved in port operations, the Port of Constanta will consolidate its position as a very important logistic asset for Romania and The European Union.”
Earlier this year, Prodevelop won the tender for the evolution and maintenance of the Port Community System (PCS) of the Port Authority of Avilés.
