How To Bid In A Call For Tender At The Port Of Genoa

PTI gathered the information required to bid in a call for tenders by the Western Ligurian Sea Port Authority, with specific reference to concessions, contracts, supplies and services.

To participate in tenders called by the Port Administration, the company must submit an application, according to the indications provided in the specific notice.

Public works contracts

To take part in the tenders held by the Administration, the company must forward the application on paper with stamp showing payment of duty, in accordance with the indications made in the tender.

Works/Services/Supplies are awarded in compliance with the provisions of: 

  • D.Lgs. 12-04-2006 n° 163
  • D.P.R. 21-12-1999 n° 554; (starting from 8 June 2011 D.P.R. 5-10-2010 n° 207)
  • D.P.R. 25-01-2000 n°34; (starting from 8 June 2011 D.P.R. 5-10-2010 n° 207)
  • Decree of the Ministry of Public Works 19-04-2000 n°145 (starting from 8 Juneo 2011 D.P.R. 5-10-2010 n° 207)

Works/Services/Supplies contracts are published with tenders; see “announcement” and/or “bid result.”

Open tenders

The tender notice is published in accordance with the provisions of articles 65, 66, 91, 122, and 124 of D.Lgs. no. 163/2006. Interested companies may view or withdraw the design documents acquaintance with which is indispensable for taking part in the tender.Bids shall be tendered in compliance with the conditions established in the call for tenders.

Restricted tenders

The tender notice is published in accordance with the provisions of articles 65, 66, 91, 122, and 124 of D.Lgs. no. 163/2006. For participation in the procedures called by the Administration, the company shall possess the requirements indicated in the call for tenders.
Expiration of the deadline for submitting tender participation applications, the Office proceeds to verify the documentation submitted by the companies.

Companies that possess the requirements pursuant to the call for tenders shall be invited to submit bids by the date established in the invitation letter. 

Upon receiving the invitation, interested companies may view or withdraw the design documents acquaintance with which is indispensable for taking part in the tender.
Bids shall be tendered in compliance with the conditions established in the call for tenders.

Informal tenders

If the conditions are met pursuant to the provisions of art. 57, paragraph 6 of D.Lgs no. 163/2006, companies that are registered, for the three-year period in progress, on the List of Suppliers and Contractors for the category to which the works/services/supplies to be contracted refer, are invited to take part in tender procedures without prior publication of the tender.
Furthermore, companies registered, for the three-year period in progress, on the List of Suppliers and Contractors for the category to which the works/services/supplies to be contracted refer, in compliance with the provisions of art. 57, paragraph 6 of D.Lgs no. 163/2006, are also, pursuant to the Administration and Accounting Regulations of Autorità Portuale di Genova and Presidential Decree no. 862 of 12 July 2007, invited to take part in informal tenders in the event of contracts on a time and materials basis pursuant to art. 125 of D.Lgs. no. 163/2006.

Tender outcome

The tender’s outcome is published by the procedures followed for the announcement and in accordance with the provisions of art. 79 of D.Lgs. no. 163/2006.

Port operations

To obtain the issuance of the authorization to perform the port operations pursuant to art. 16 of law no. 84/94, the applying Company must produce the application on paper with stamp showing payment of duty and demonstrate that it possesses the requirements pursuant to D.M. no. 585 of 31 March 1995.

Applications made by the competent offices are submitted to the port board (Comitato Portuale) in accordance with the provisions pursuant to articles 8 and 9 of law no. 84/94

Port services

To obtain the issuance of the authorization to perform the port operations pursuant to art. 16 of law no. 84/94, the applicant must produce the application on paper with stamp showing payment of duty and demonstrate that it possesses the requirements pursuant to regulation no. 1678/2002.

Applications made by the competent offices are submitted to the port board (Comitato Portuale) in accordance with the provisions pursuant to articles 8 and 9 of law no. 84/94
