New PCO Guide targets port call data standardisation
Ports and shipping organisations have introduced a new guide aimed at improving how port call data is shared, as part of ongoing work at the International Maritime Organization (IMO).

Developed by the International Association of Ports and Harbors (IAPH) and the International Harbour Masters Association (IHMA), the Port Call Optimization (PCO) Guide sets out a framework for the harmonised exchange of nautical and operational data during port calls.

The guide is being presented at the IMO Facilitation Committee (FAL 50), alongside submissions that outline a possible path towards more formalised guidance on port nautical information.

At its core, the initiative addresses a basic but persistent issue. Ships calling at multiple ports often deal with different data formats and inconsistent information from sources such as nautical charts, port databases and agents. This lack of alignment can make planning more complex and reduce operational efficiency.

The PCO Guide proposes a starting point based on a limited, standardised dataset. This includes identifying terminals and berths, along with planned arrival and departure times. The approach follows a “basics first” principle, focusing on a small number of data points that are considered essential for safe and predictable port calls.

Rather than introducing new systems, the framework is designed to work through existing digital infrastructure. Ports are expected to share data electronically using standardised formats, supported by established IMO, International Hydrographic Organization and ISO standards.

The guide also separates different types of port call data. Nautical data relates to navigation and safe port entry, while operational data supports planning and coordination between stakeholders. Administrative data, such as customs and regulatory declarations handled through Maritime Single Window systems, is outside the scope of the current framework.

Prior to publication, the data model was tested through port-to-port exchanges, including a pilot between the Maritime Port Authority of Singapore and the Port of Rotterdam, presented at IMO FAL 49.

According to the organisations, improving the consistency and availability of core data could help reduce waiting times, support more efficient use of port and vessel resources, and contribute to lower emissions.

“The publication of the Port Call Optimization Guide marks a significant, shared step toward safer, more efficient and predictable berth-to-berth navigation,” said International Association of Ports & Harbors Managing Director, Patrick Verhoeven.

“This guide is the result of long-term industry collaboration, which should translate long-standing IMO safety ambitions into practical steps inside ports.”

International Harbour Masters Association President, Captain Paul O’Regan, added: “The initiative has evolved to align with changes in the maritime arena – however the core principle of transparent, accurate and universal information exchange between all parties remains overall objective to support safe and efficient port management.”

The guide is aimed at harbour masters, terminal operators, nautical service providers and policymakers, and forms part of broader efforts to improve coordination across port operations.
